§ 28-12. Average billing program.

  • Qualified residential customers may apply to the city clerk-treasurer for participation in the average billing program for electricity, water, sewer, and sanitation services. This program allows the residential customer to pay a utility bill which is an average of his last twelve (12) months' billing. This average bill will be based on the customer's current bill plus the previous eleven (11) months' billing. This program serves to minimize large changes in the regular months' bills due to summer/winter usage and rates by having the customer pay a fluctuating average bill. Qualified residential customers will sign an average billing agreement. This agreement provides for termination from the average billing program under certain conditions.
