§ 28-151. Generally—Resident users.
All users of the municipally owned wastewater treatment system within the corporate limits of the city shall be charged a minimum of ten dollars and sixty-eight cents ($10.68) per month, plus a charge of one dollar and eighty-three cents ($1.83) per one thousand (1,000) gallons of water consumption based on the following schedule:
(a)
Nonmetered usage. In the case of users not on a metered basis, the city shall establish an estimated water consumption based on a comparison of the nonmetered user with a metered user of similar type. Example: A nonmetered family of four (4) will be compared to a typical family of four (4) with a water meter to establish water consumption.
(b)
Metered usage. In the case of users on a metered basis, the customer will be charged per one thousand (1,000) gallons of actual metered water consumption for the months of October through April, and shall be charged during the months of May through September per thousand (1,000) gallons based on the average monthly water use for the seven (7) months of October through April.
(c)
Customers connecting May—September. In the case of users that connect to the system at any time during the months of May through September, the user shall be charged at the average rate for all customers in that respective rate class. Example: A residential customer establishing service in the month of June shall be charged at the average rate of all residential customers until October and then in accordance with subsection (b) of this section.
